When an individual is charged with an attempt this means that they attempted to commit a criminal offense. For example, you may go into the store and buy duct tape, rope, a shovel, and any other additional items that are used in kidnappings or even murders. However, the purchasing of these items do not mean there is an intent. Intent becomes a part in your case when you are found, maybe following the injured or harmed individual, walking into their home, tying them up with that rope, placing that duct tape on their mouth, and striking them over the head with that shovel. While they may not lose unconsciousness and be able to submit to your desires because they fought back, this does not mean you did not attempt to kidnap them. This is when intent enters the room. 

 When you make a decision to commit a crime, prepare to commit the crime, and start the commission of that crime, no matter if you are successful or not you can now be charged with an attempt.
